Cabinet approves Prime Minister Gati Shakti's national master plan

The Union Cabinet on Thursday approved Prime Minister GatiShakti's national master plan, including the implementation, monitoring and support mechanism for the provision of multimodal connectivity.
On October 13, Prime Minister Narendra Modi presented a national master plan worth 100 lakh crore for multimodal connectivity to develop infrastructure to reduce logistics costs and boost the economy.

It aims to reduce logistics costs, increase cargo handling capacity and shorten lead times.

"The Cabinet Committee on Economic Affairs (CCEA) has approved the PM GatiShakti National Master Plan, including the institutional framework for rolling out, implementation, monitoring and support mechanism, for providing multi-modal connectivity," an official statement said.

A group of competent secretaries (EGOS) is created, headed by the cabinet secretary and the secretaries of 18 ministries as members.

Union Minister Anurag Thakur informed the media about the decision, saying that a Multimodal Network Planning Group (NPG) would be formed to represent the network planning heads of various ministries and departments.

The NPG is supported by a Technical Support Unit (TSU) within the logistics department of the Ministry of Trade and Industry.

The TSU includes experts from various infrastructure sectors such as aviation, maritime transport, public transport, railways, roads and highways, ports, electricity, pipelines, GIS, ICT , finance / PPS market, logistics, data analytics, etc.

EGOS was given the task of evaluating and monitoring the implementation of PM GatiShakti NMP in order to ensure efficient logistics.

The group has the power to set a framework and standards for subsequent changes to the NPM, the statement said.

It will also define the process and the final framework for synchronizing the different activities and ensure that the infrastructure development initiatives are part of the common integrated digital platform.

"EGOS will also look at the interventions required to meet the demand side, in efficiently transporting bulk goods on the requirement of various Ministries like steel, coal, and fertilizer," the statement said.

CAMC also approved the establishment, composition and tasks of the Network Planning Group (NPG), which is composed of the heads of the network planning departments of the respective infrastructure ministries and will support EGOS.

Due to the complexity of full network integration, improved optimization to avoid duplication of work for the holistic development of a region, and reduced logistics costs through detailed micro-plans, the TSU has seen entrusting the necessary skills.

PM GatiShakti NMP aims to break down departmental silos and introduce more holistic and integrated project planning and execution to address multimodal and last mile connectivity issues.

"With this approval, PM GatiShakti shall bring in various stakeholders together and help integrate different modes of transportation," it added.
