In the standing committee of the national people’s congress, China's top legislative body on
29th april, revised the existing legislation on maritime safety which is to be imposed from
september 1. The legislation will enable China's maritime agency under ministry of
transportation to order foreign vessels to leave Beijing claimed territorial waters if they consider
it to be threatening the security. Japan Times reported that the agency can also block overseas
ships in their territorial waters if they don't fall under the international laws innocent
passage. The chinese territorial waters has always remained a conflictual zone since past and
china has conflicting claims with 4 of the 10 members of ASEAN so there are major possibilities
of escalation of tensions due to this new legislations after looking at enforcement of other
controversial chinese laws in february that allowed coast guards to use arms on disobedient
foreign ships making sino-japanese relations at stake.
